The terms of reference are as follows:
a. To consider issues affecting the Bar likely to arise in the market for legal services over the next 5 years, as directed by the GMC;
b. To keep under review regulatory issues affecting the justice system and the Bar Council;
c. To co-ordinate the collection of information available to the Bar Council which is relevant to its work;
d. To co-ordinate the research undertaken on behalf of the representative committees of the Bar Council;
e. To consult members of the Bar and others as appropriate;
f. To suggest action that may be taken by the Bar Council to meet the challenges that are identified.
